RICHARD BOYLE (LEAD JUDGE)
Technical Director, Brookbanks Consulting
Richard is a technical and development professional, with nearly 25 years’ experience in the private and public sectors, mainly dealing with large-scale regeneration and strategic greenfield site delivery through site assembly/acquisition, promotion/planning, de-risking, disposal, and construction of complex industrial and residential-led development sites and infrastructure works. He has a trusted background of developing and managing high-performing collaborative multidisciplinary teams, and excels at technical excellence, focussing on commercially creative multifunctional solutions, advising, and delivering viable and sustainable schemes. He has led a wide range of technical, planning, masterplanning, and legal activities, and has commissioned/managed significant works. He has developed policy and written guidance and best practice.
ANN BARKER
Lead Officer Contaminated Land, City of Bradford Metropolitan District Council
Ann Barker has over 25 years of experience in contaminated land investigation and management in consultancy and local authority regulation. She formerly chaired the Environmental Protection UK Land Quality Committee, was a member of the DEFRA Part 2A Expert Panel and is a part-time lecturer on land contamination at Leeds Beckett University. Planning issues, regeneration projects, providing internal advice on potentially problematic properties and Part 2A dominate Ann’s workload. Ann has a lead role within YALPAG and, in 2019, she also co-founded and co-chaired the National Contaminated Land Officers Group (NCLOG). In 2007, Ann was one of the founders of YCLF and chaired the steering group until 2023.
JONATHAN ATKINSON
Technical Director, CL:AIRE
Jonathan, with a background in Environmental Sciences and Soil and Water Engineering, has diverse international experience including voluntary service in the Philippines, and soil projects in Papua New Guinea and Burkina Faso. He began his career at 30 with KCC's geotechnical group, later transitioning to Pollution Control within the Waste Disposal Department, which evolved into the Waste Regulation Authority. He joined the Environment Agency in 1996, specializing in risk assessment of landfill sites, landfill engineering, environmental control enforcement, and contaminated land projects. He has managed specialist teams and served as a national technical advisor on soil remediation and waste management projects.
RUTH CHIPPENDALE
Program Manager – UK Soil & Groundwater Solutions, Shell
Ruth is a hydrogeologist and contaminated land professional with 30 years experience. She currently works as UK Program Manager within Shell’s Soil & Groundwater Solutions team. In addition she chairs the Energy Institute’s Soil, Waste and Groundwater committee and participates in the CL:AIRE Technical Review Group. Ruth has held a wide variety of roles within Shell including environmental management positions with upstream oil and gas operations in Gabon, Australia and Qatar. Her early career was spent in environmental consultancy.

Ian Grant joined Environment Analyst in 2014 following our acquisition of Brownfield Briefing. He is the founder / editor of Brownfield Briefing, which he has nurtured since launch in 2001. Earlier roles include editor of Environment Business newsletter.
FRANK WESTCOTT
Associate, Ground Consultants Ltd
Frank Westcott is a chartered engineer and environmentalist, SiLC and SQP, and a highly experienced brownfield practitioner. He has a 35 year track record of investigation, assessment, remediation and development of brownfield land. His broader experience encompasses civil engineering, permitting and compliance, environmental due diligence, waste management and sustainable development.
Frank has worked in engineering and environmental consultancy, remediation contracting, private sector development, the public sector and the nuclear industry. He has recently joined Ground Consultants Ltd, a rapidly growing environmental and geotechnical consultancy working across the South-West of England.

Senior Technical Director, Arcadis
Ian is a Senior Technical Director in the Site Evaluation and Restoration team at Arcadis Consulting (UK) Ltd. He has over 35 years' experience in delivering large scale and complex brownfield regeneration solutions for clients throughout the UK. He specialises in leading multidisciplinary technical teams driving regeneration of complex sites and schemes. As Chair of the Specialist in Land Condition (SiLC) Board, Ian is recognised as a highly accredited brownfield land and land contamination specialist. Ian is experienced in working with a broad range of public and private sector clients across multiple sectors, delivering innovative, robust, sustainable and cost effective solutions. Ian is particularly specialist in supporting complex brownfield land transactions through appraisal, development and sale.
THERESA CORY
Senior Advisor Land and Contamination Management Team, Environment Agency
Theresa Cory joined the Environment Agency’s Herts & North London as a Groundwater Protection and Contaminated Land specialist in 1999, after working on a hazardous landfill site for 4.5 years.
Career highlights include working in the PPC Strategic Permitting Group, on the clean up after the Buncefield incident, Thames Tideway tunnel, working on the 2012 Olympics amongst the regular spatial planning, Part 2A and Environmental Permitting work.
She is a Senior Advisor in the Environment & Business Land Contamination team.
Theresa is a committee member in the Geological Society Contaminated Land Contamination Group.
JAMES CARTWRIGHT
Director, McAuliffe Group
James has 30 years’ Remediation, Contaminated Land, and Construction Industry experience within the UK and Europe, and worldwide. He is currently Group Technical Director at multi-disciplinary environmental services company, McAuliffe Group, and consultancy and remediation technology business, Geostream UK. Prior to this position, he was Managing Director for the operations of the UK company of Bilfinger Environmental Ltd. James has managed numerous large, technically challenging, and politically sensitive, projects: from remediation at the O2 Arena 30 years ago to working on HS2 sites. Clients’ sectors include Housebuilders, Construction, Land Development, Energy, Petro-Chemical, Rail, and Government.
HEBAH ABDEL-HADY
Senior Geo-Environmental Consultant, Arcadis
Hebah is a Senior Geoenvironmental Consultant specialising in Contaminated Land Risk Assessment. Based in Glasgow, Hebah has worked on sites across the UK in a wide variety of public and private sectors including oil and gas, energy, and agrochemical. Hebah is RSoBRA accredited for controlled waters and human health and currently conducts Detailed Quantitative Risk Assessments, including the assessment of sites under Part 2A. In addition to her core role, Hebah is an Early Career Professional on the CL:AIRE Technology & Research Group and sits on the SoBRA Early Careers Subgroup to drive technical knowledge accessibility within the brownfield community.

Senior Director, St Modwen Properties
Neil joined St. Modwen in 2007 and has been responsible for overseeing the delivery of the land portfolio for residential, commercial and industrial sectors until 2022 when Neil moved into St. Modwen Homes to focus on the residential portfolio.
As Director of Infrastructure and Project Management Neil leads the teams overseeing the end to end land delivery for St. Modwen Homes strategic land bank.
